Occupational licenses are called Temporary Restricted Licenses (TRL) in the State of Iowa. They are only available in specified situations when an individual’s driving privileges have been suspended for operating while intoxicated. If eligible, the Department of Transportation may issue a person a temporary restricted license to maintain employment, education, substance abuse treatment, and/or medical appointments. High risk or SR22 insurance is always required and an ignition interlock device is often required as well. The purpose for the restricted license must be sufficiently verified to the satisfaction of the Department of Transportation.
The person must first be legally eligible. How long before a person is eligible for a restricted license depends upon a number of things including what level of offense it is; the test result; whether the test was refused; and whether there was an accident. Eligibility requirements are as follows:
.085-.100 = Immediately eligible, no ignition interlock device if no accident.
.151 and higher = 30 day hard suspension, ignition interlock device required.
Positive drug test = Immediately eligible but ignition interlock device is still required.
Refusal = 90 day hard suspension, ignition interlock device required
If an accident occurred there is a 30 day hard suspension before one is eligible for a restricted license.
Second or Subsequent Offense:
Test Failure at Any Level: No work permit for entire year. Full license back after one year but another year of ignition interlock device is required.
Refusal: One year hard suspension followed by 1 year of restricted license with ignition interlock device required.
The Iowa Department of Transportation charges $200.00 to issue a temporary restricted license.
